routers don't care if you tell it to shutdown using a windows operating system function. That's like Burger King telling Wendy's to go to bed, it just don't care, ie. its not going to happen! When MS makes router hardware this may be possible from a server terminal, but MS wouldn't make hardware, and if MS made router software the internet would seize to function. Bye bye internet, hello blue data packets of DEATH!!! For lastly example: CISCO makes routers and software for their own routers.

shutdown.exe doesn't work over the internet. It does not work. It's not a routeable protocol.

Most of the IP addresses you get when you run tracert are for routers. Routers don't run Windows. Shutdown wouldn't work on a router, even if you could send a shutdown packet over the internet.
