If so, there have been described many reasons for her having her tongue out. Some scriptures say she hangs her tongue out in shame (after rampaging and stepping on her husband). Some say she hangs her tongue out with a rampant hunger. etc. etc.

It's not a bindi. I believe it is a Vaishnava tilak.

Vaishnava's are people who exclusively worship Lord Vishnu or Krishna. They tend to wear that mark.

It's a bit hard to tell from that video though. If anyone else has a suggestion, please let us know.

Well, in the film he does evil things. None of them has anything to do with any religious path per say. I think him wearing that mark is just a coincidental part of the story.

Well, the bad guy sends the "monster" out to do evil things (is it a weasel? I couldn't tell!).

I didn't include the clip where the Goddess defeats the monster. I just thought he looked too silly!

durga was fighting the demon raktabija & every time she cut him & his blood hit the earth another demon rose, she summoned kaali to spread her tongue & lap up the blood before it hit the earth. then durga killed the asura. with a smile of course.
