1. s.w.a.t. comes prepared to the seen.

2. that is just police in riot gear.

Nah those are tactical officers. Tactical officers (SWAT) are also police officers and they do do regular duties like traffic stops and patrols etc. except that their cruisers have all the gear they need for when there is an emergency call like this and then they can put it on when they either get to the scene, or the area in the neighborhood they've designated as their command post.

All tactical officers are are police officers with extra combat training on top of their regular training.

@berner But S.W.A.T "teams" also have their own tactical division in cities like Vegas and New York where there is more crime. However they don't do regular 'Cop' work.
