Why isnt Ice type moves super effective against water? I mean think about it. If someone shot a freeze beam at water it would have frozen

@Dustehue928 I know this is one year old, but water actually freezes differently than other substances. Water freezes from Bottom to Top as opposed to top to bottom, and only the top part remains, so fish still remain alive under the ice since water there is unfrozen.
