Yes, they looked REALLY uncomfortable being there. Her mother in particular gave interviews more, as time went on and grew a bit more comfortable in front of the cameras, but this must have been one of Mr. and Mrs. Parton's first times in the public eye like this.

And she was still very young (easy to forget sometimes, since she had twelve mostly grown children by that point). She was still a teenager when Dolly was born, so she was probably only in her early- or mid-40s here (Dolly would have been right around 30 then).
