I live with my parrot and i know it very well it is just playing n it loves all this n while doing this when i place hand in front of it it easily comes to my hand n jumps to my shoulder. Sometimes parrots enjoy getting teased like that. I sometimes play like that with my parakeet. I can tap him gently and he'd act all pissed off, even going as far as lunging at my fingers- but he would never bite me. Just tapped on my nails with his beak.

If this parrot was truly getting tormented, I would think it wouldn't come back towards the owner. A scared/ abused bird would freak out and move as far away from the threat as possible.
