"Submitting" to dressing up as a woman to raise money is akin to dressing up as "Sambo". Both promote stereotypes and denigrate. The message you are sending is that the worst thing one can do is to be a woman, so you will embarrass yourself to raise money. You are also stereotyping what you thing think a woman is, just as the "blackface" stereotyped African Americans. This is offensive.
