Yes, it's not real 3D, but you won't be able to do real 3D work in Sony Vegas as it's just a video editing software. You can do some small 3D composites in software like After Effects or better get something like 3ds max, Cinema 4D or Blender (free).

What do you mean with quick launch? If you mean the bar in the bottom of the sreen: I believe that it's RK Launcher which is free but it could also be object dock. Can't remember and i don't have it anymore.
