Pacino grew up in the Bronx near spanish comunity that's why he speaks some spanish. Brian De Palma wanted him for his rol in Scarface because he knew that, and because Pacino is Pacino y'know.
I like this film and I love Pacino in general, but for me (probably just my own personal frame of reference problem) I can't get into him doing the Cockney English accent. With him I just always think of American (specifically Italian-American ,, or Hispanic). But his range is outstanding.
Fair enough, but he does it to better effect in Scarecrow, which is well worth watching as a gauge of Al Pacino's versatility. there is a part towards the end where his character veers into different accents and personalities, including cockney. i don't know if you've seen that one?

I think Pacino's nicotine-coated voice is so ingrained on the public consciousness from films like The Godfather Part III, Scent of a Woman and Heat that to hear him pronounce his words in a different accent just seems unnatural. Not a great accent perhaps, but a fair one (and no, I'm not American).

It's not a great English accent - but he almost got it. I'd say it's like 95% there, but he's too American to pull it off.
