I don't think whether they were in WWE/WCW is really a deciding factor for the most part. It probably just boils down to who they are in the ring as well as outside of the ring.

The Ultimate Warrior was amazing in the ring, had all kinds of charisma and was a huge superstar. But according to Vince, he also held him at gun point before a match and demanded that he be paid even more money for the match. I don't think someone like that deserves to be in the hall of fame.

@DANNY10MADRID actually, if you watch the "greatest stars of the 90s" DVD, both HBK and Austin have a section. Vince essential says that Austin was the most popular, and the BIGGEST star of all-time, but Shawn is the GREATEST of all time.

oh and by the way, I've seen Shawn do at least 100 moves, not kidding. Austin had a lot more than 4 lol, and he's an amazing performer, but I definitely give that award to HBK.
