It's the kawaks emulator. And, actually, no, it isn't that hard. Download emulator, download rom, download the neo geo bios, config your move-things and you are ready to go. :)
You guys should really try FBA Shuffle. Responsive controls, decent recording features...online needs some work though but it can get Martial Masters!
