Many times in a lane a hero simply may be ahead in experience because of creep eqillibrium. Say a hero mid lane blocks like crazy and the other person does not, then all the unblocked creeps will charge into the tower to die and the person who blocked will hit lvl 2 b4 the other person even gets any exp. This happens quite frequently in games and espiecially in your casts and is rarely pointed out. "MB he somehow missed a wave, maybe furion stole some exp?" was not the case for example.
