I don't think Selling Polution rights will fix the problem. I think you should make it Illigal to pollute the air Industrially You should make it Mandatory for all Industrial Pollutors to put a filter on they're smoke stacks Ect. And charge them for that and use it to help clean energy. For Example a Coal Burning plant should put a filter.

A cap & auction system wouldn't fix pollutant issues because it allows the problem to continue as a taxable allowance.

Mind you I'm much more concerned with sulfur dioxides in the air, heavy metals like mercury in our soil and chemical toxins polluting our fresh water supply.
