What's that thing under the table? Does the top part spin and is that the mechanism we see underneath?

@bigflytrap It looks like that table is a Kotatsu. It's a Japanese table that has an eletric heater under it (the thing under the table). You can see that the table looks split in two on top. Inbetween the two slabs they will put a blanket to keep all the heat in. During the cold months people sit with their legs and body in the blanket for warmth.
