The Internet is a powerful marketing tool, and companies can pay google to have them be the first search result, regardless if they're the best or most affordable site or not. Layer 4: Tags

They can blacklist IP addresses, domain names, keywords and TAGS. They can tag content based on meaning, even when that meaning isn't clear from the keywords. This is simple implementation of the context filtering mentioned in the video.

Layer 5: Profiling

They can flag a user, and then flag any content this user tries to access. Once a user can be shown to habitually browse subversive content, content viewed by the user is then tainted, and subject to scrutiny.
