I've been looking at reports on welfare and have found a few on liberal sites that do back your theory, but with 37% of people on welfare being black and 38% of people on welfare being white BUT 73% of americans being white and 12.4% of americans being black you can see its a higher percentage of black people on welfare right? the study on welfare from the liberal sites only goes to 1994 I think these numbers wont look better counting our recipients today on welfare.

The point I think that is being missed here is that Bush was a progressive too, in that he increased the size of government and spent into deficit. Every conservative considers themselves to be constitutional experts. If the Constitution was all that easily understood nobody would ever disagree about anything. We could just go to every applicable section and subsection. The Supreme Court is the only group that can definitively say what the Constitution means and only then for particular time and particular makeup of the Court.
