You are missing a sequence! I think you will find the issue in that little turn signal activator that is plugged in behind the radio. They are cheap but you need the pink or purple one designed for sequencial taillights and I don't know who makes it. I think there are new ways around it. Call up or look up John's Cougars in Michigan.
mine used to work,
bougt the whole kit new, new relay (behind the radio )
and a new "chip" for in the trunk.
It worked perfect ! but since a week or 2 not anymore :s.....
bought it at mustangsunlimited.

Vic Yarberry at Cougars unlimited will sell you a heavy duty relay to make the lights flash slower. I had to buy one when I converted my '71

In my cougar, there was a little box in the back of the glove compartment which let you change how fast the sequence went.
