Why should they fear the people? They very well know the consequences if they cross one or two specific lines.
Besides, nothing short of military force can stop a heavily armed mob. Especially a mob that has easy access to automatic firearms, explosives, propaganda measures.... it'd be like the IRA but in the USA. :D
Not to mention Government workers are soul-less lying cheats. The more we gun down, the better.
