I believe, almost exactly as Sevenntytwo said, that Bioshock's soundtrack incorporates some of the most beautiful and soothing, and all around smooth songs. This is just to keep things even more scary. I always think to myself, scary movies are scary with scary music, but far scarier with happy music.

I think the best part is the pleasant connotation of the song. It just ups the horror of the whole game's concept. Things are never as bad as they seem... unless Big Sister is drilling you full of holes.
