I don't think its the length of the arm, I think the counterweight is to heavy, it isn't traveling past the vertex of the swing which is causing the arm to stop at the 90 degree angle, whereas if the weight was less it would cause the arm to move further increasing the speed of the object. However you have to try and maintain the 45 degree launch for the maximum distance.
