Can you disable Secret protocols using scripting?

I have a question (if it's a good place to ask).

1. How do you use the map border tool?

2. How do you give neutral units at location to human player?

@alexeirayu 1) Use it with shift to place it :)!

2) Just put them into neutral team and then transfer them to other player control :)!

@salakutt1 Thanks for the 1st one! For the second one, there only seems to be an option to give "specific object" to user - not objects at location.
