Economists have devised ways to get rid of rent control without creating victims, like allowing current tenants to keep their rents and sub-lease it if they so wish. This would not only be Pareto improving, but welfare maximizing as well, since if a potential tenant values the place more than the current one, he makes an offer to the current tenant, not the landlord.
If a landlord had the right to evict drug dealers, gang members, loud tenants, everyone would be a lot happier and there would be better communities. In Los Angeles these people are protected and a landlord has to pay them to leave their property.
You renters who think Prop 99 protects you better than Prop 98, you should know that Prop 99 (by the government and big developers who like eminent domain) provides that the only people who are protected from eminent domain are homeowners who have lived in their property for 12 months or more. It does NOT protect rental properties at all so your home can be condemned and taken away from you. Quit being stupid, read up!
Rent control; good for those who already have an apartment, bad for those who can't find one.
