It depends on the school. Blow torches wouldn't be allowed in my area's schools, for example, but some schools, especially those in primarily working-class areas, have shop classes and automobile classes where blow torches might be useful tools.

Like I said, it really depends on the school. Some areas of the United States have to work with people who are really, really poor. And not all of those poor people have the intellectual skills necessary to attend (and graduate) college. So how do schools in those areas teach children to support themselves financially? By teaching them "trades," such as how to fix a car, how to be an electrician, how to make wooden arts and crafts, etc.
