The reason the motorcade has these is mostly to serve as last-ditch protection against air attack.
If would-be assassins attacked using aircraft, the protective force of helicopters and jets accompanying the motorcade should be able to stop them (there's a traveling no fly zone over the president on the move) but if they somehow evaded that and got in close (the last few miles) this is the last line of defense.
