Israel came into existance 1948 and signed the Geneva Convention on the 12th of August 1949. Under article 49 of the Fourth Convention it states:
"The Occupying Power shall not deport or transfer parts of its own civilian population into the territory it occupies."
Any settlement of Isralis in any area outside the borders Israel had when it signed the Convention in 1949 is illegal and a warcrime.
