@McZerg620 This is only what I know, but if it may enlighten you, in the olden days, people threw out their garbage/waste products out the window if they were in 2nd floor or above b/c they didn't have public garbage disposals for the most part. For the splashing water, that is how the people cleaned the front of their houses, people still do that in China - they water down their front pavement to get rid of debris. I can say this b/c I'm Chinese - although now they use water hoses instead.
