It's meant to be really ambiguous. If you look closely at the flag you mentioned, it's the japanese flag in the upper left corner, and blue and white stripes the way the american flag has them.

The idea is that both japanese animation and american animation inspired this show (in fact, I remember reading that Gainax employees came up with the premise of this show during a corporate retreat... and they were all drunk! They wanted it to be crass like Drawn Together).
