Just googled it, he's born in "Panama Canal Zone"!!!! A temporary military base/town inside Panama that was under US occupation from 1903 to 1979. So he's basically from Panama and not born inside the US. They probably consider military bases part of the US!!@#$%! Or that forced treaty temporarily stapled panama canal zone territory to the US!
My understanding is that any child born to a U.S. citizen is a citizen regardless of the location of birth, and Mccain's parents were Americans. The parents may have to fill out documentation, though.

problem is military code is specific. if a child is born on a military base in a foreign country they are not US citizens.
