In much of Iraq and Afghanistan (I have spent a year in both places) the road network is poorly developed so it's not like there are a lot of alternate routes to take to avoid a percieved danger area. It won't reduce oil prices, that's pretty much the point. The decreased demand in the US will actually drive up the price globally, so if the US reduces its oil consumption that will increase the price and decrease the quantity supplied, much to the chagrin of the Middle East states.

The reality is that ten years from now very few people would actually be paying for those energy taxes. The whole point is to incentivize a switch to more environmentally responsible products and means.
