The movie correctly states that if cosmic rays could create micro black holes they would pass through the earth, barely interacting with anything and retaining their speed. This is because most of what we call matter on earth is 'empty space' and extremely tiny sub-atomic particles can pass through planets and stars without interacting with everything.
However! Neutron stars are a different story. They have more mass than our sun and are compacted into a space roughly 10 kilometers in diameter. They're so dense that any cosmic ray that attempted to pass through them would interact and come to a halt for sure. Therefore is micro black holes from cosmic ray level energies or below were a problem there would be NO neutron stars in the universe because they would all have collapsed into black holes.
Therefore there is no danger from micro black holes because neutron stars exist for long periods of time. The quantum vacuum collapse is ridiculous as well. Collisions of much higher energy go on all the time all over the universe and none of them have triggered a vacuum collapse. It's not physically possible.

Yes the RHIC is more likely to produce Stranglets than the LHC, because it has lower energy impacts, and is therefore cooler. Making a Stranglet has been likened to making Ice form in hot water. There have been two recorded incidents of possible Stranglets travelling through Earth, at 900,000mph, unimpeded. But those made in a Particle Accelerator would not escape Earth's gravity well.
...because the RHIC collider has already been running for many years and not produced any strangelets, they will not be a problem either.

A 'strangelet' is a large heavy charged particle similar in size to a Proton, it could be stopped easily by a sheet of paper.
Any produced by cosmic rays could not possible pass through the earth so I suspect your suspected sightings were not.
