From some of those early 80's stones albums, I think a lot of the songs were left overs from previous 70's albums. Stuff that didn't make the cut, they would safe a big single, "Start me up", "One hit to the body", "Undercover", then use these gems as filler.
There is no other way. For me some things just never change. When I was a kid, my parents would yell "turn that racket down". Now, my kids tell me the same thing...They do love the Stones, however.

This was on Undercover. People hated it at the time (compared to Tattoo You) but I always thought it was a great album!
