Since the Attitude Era came to a close, WWE has completely watered down their product to the point where their wrestlers receive more scripted, and less in-ring promo time and back stage interview segments. That's one thing TNA doesn't do. They still give their wrestlers freedom on the microphone while cutting backstage and in-ring promos. I'm not assuring him a title run if he were to return to TNA, but it's sure as hell more likely to happen before even smelling the WWE title.
