Baby birds need to fly when it's time to fledge. We allow them to fly until they get good at it, and then we trim the feathers on the wings. This gives them more time to become used to humans.
A human home is not safe for a bird. There are many ways the bird can die horribly--flying into something on the stove, flying out the door to be eaten or starve, flying into windows, etc.
Pet birds should be clipped if a bird-proof room is not available. They live much longer that way--20 years even!
Celery and parsley are big favorites. They seem to like yams, either shaved or finely chopped. Fresh beats (yeah, the stain things reddish purple beats) are another favorite. They seem to like to bathe in the vegetables, leaving the budgies purplish after eating beats. They will eat some apples and other fruits, too. We feed them a wide variety, and use foods like corn (cut off the cob to begin with) and cheerios to get them used to eating other foods.
One trick seems to be that they may take a while to get used to something. We put the fresh food on top of the pellet substitute mixture (think pellet ingredients uncooked) so that, to eat, they have to push the fresh food aside. It gets them to try the fresh food.
They also eat cooked grains and beans. Stay away from avocado and onions. The onions are debatable, but it's better to be safe.
Oh, they also like mint, dandelions (we can't grow dandelions in our yard -- we harvest them so heavily they all die off!), greens from turnips, horseradish, and spinach. They also eat garlic mustard and chopped cabbage. Shaved carrots, too!
Note: We do not use any insecticides or other chemicals in our yard -- our yard is entirely organic, and thus safe as a food source for birds.

Can you tell me why his wing is cutted up? Maybe there is a reason, but a bird needs to fly in my opinion.
