Typical city job, jump in head first and hope for the best.A few little test holes would have indicated this problem.Thats standard procedure at most jobs for me anyways,in fact ill be digging some test holes today with my mini for an engineer to take some soil samples from on monday!
Yeah well this is for a town with a population of less than 2,000 people so it's a big chunk of change especially when most of the town needs it's aging water main system replaced. It's gotten so bad that the Fire Department is not allowed to make hydrant connections for training purposes.
