If this is meant to be a re-creation of something a TV station might have used in the late 1950s to early '60s, the typeface is wrong for the period. It's ITC Bauhaus, a font that wasn't designed until 1975.

It was a clip from a cleaning leader which most movie theaters had in the 60's. The leader included the test card for about 10 frames.
I Photoshopped the text with an anachronistic font, as scotpens noted. ;-)

I recognize the music. It's from an old fil called "Century 21 Caling".
