@fdrpyahoocom portal takes place in the same universe as the half life games does, you can see this if you look in some of the windows where you can see that aperture science and black mesa is competing, the reason why there's no people there is because glados has killed them all with the toxic gas she was about to kill you with when you where fighting her near the end. she actually told you that when you burnt her morality core that the morality core was installed to stop her from doing that.

There are no people there because as they were building GLADOS before they installed her morality core she flooded the laboratories with toxic gas to kill everyone.

The purpose of the tests are so that they can see how the portal gun works in situations and improve it by seeing why people fail the tests.

Its set around 2010, same as in half-life (Aperture Science is Black Mesas rival business)

There's a newspaper clipping that says that it was founded in northern Michigan. There's a plaque for an award from Idaho. And then you know where the wheat comes from.
