They will do no such thing, because they are operating on the premise that one needs to exercise external restriction a.k.a property rights in order to secure economic advantage. If African were to collectively control it's vast resources then the European will be at the mercy of the African Collective in terms of access.

Gayle is preoccupied with the emotional aspects - too focused on asserting her self-righteous humanity to consider a more pragmatic approach. She is more concerned with how her initiatives are perceived by colleagues and/or the general public than she is with addressing the failure of current policies.
Africa doesn't need AID. They need trade. And they need the Europeans to get the hell off of their land and trade fairly for the resources that they are sucking up.
As long a Europeans are exploiting Africa they'll always be poor, broke, uneducated and dependent on foreign aid.
Our forefathers did not need Billions of dollars in aid to make this country great. Africa has had so much longer to advance itself, why would they pull it together now with money?

In this way Africans can be self-reliant.
