A lot of the office buildings nowadays are renovated inaccordingly to the state and city requirement. Some tenants want to have brighter lights which can drive up the cost of energy + a lot of the office buildings aren't maintained properly accordingly to the city or state standards. Really, consumers don't care about how green or blue the building is. All they care is how much profit they are making in the environment.
