Exclusive content sells consoles. People buy 360's to get the exclusive DLC, then they buy the 360 version of the game, then they get more 360 games, and they buy stuff from the Xbox Marketplace every so often. That will easily earn them back however much money they spent to get it exclusive in the first place.
