Obviously Bush himself could not have done 911 but with the help from the CIA, Mossad and whoever else then yes it could easily be done. Those agencies are obviously far more together then those who are getting the blame for 911 (19 hijackers and a man in a cave on a dialysis machine). Though Bin Laden is a or was a admitted CIA agent, as was Mohammad Atta and other 911 hijackers and thats where the problem lays, it would be more plausible if the 911 people didn't have ties to the US government.

I can't tell you with any accuracy who exactly planned and carried out 9/11, but I can tell you the official story is a bunch of lies and dis-info. If you want evidence you could watch films like (Loose Change 2nd edition, 911 Mysteries and The 911 News Special You Never Saw). All of the documentaries I mentioned have US government documents associating them with 911, people who were there at Ground Zero on 911 and allot more incredibly condemning evidence linking US, Israel and Pakistan to 911.
