This tutorial is brilliant! Am i right in saying that the outlining that was done on adobe illustrator was saved as a separate image and then used in Photoshop along with the original image in a different layer? I'm guessing that's why the blur tool doesn't effect the outline :

hey bro can i give u a tip...a diffrnt way is to create a new layer above the og pic but when u create it HOLD TAB and CLICK the NEW LAYER ICON a window will pop up Set BLEND MODE to MULTIPLY for darks and SCREEN for lights and check the 50% grey fill box like this you'll get the dodge and burn effx w/o messin with the og pic dirrectly......

just thought I'd mention this ... adjusting brush size can be done by using a key shortcut ... The bracket keys "[ ]" < those keys.
The left bracket makes the brush size small
The right bracket makes the brush size larger
This can save you time and believe it, its way easier than right clicking etc. =D
