I'll admit, I just took out this boss by switching off between electro bolting him to stun him and shooting him / bashing his head in with the wrench until he stopped moving. I didn't use any strategy for this boss at all. He really doesn't require strategy... at least on normal mode anyway.

use telekinesis to pick up the explosives and throw them at him and if you have incenerate then light up the oil. use anti-personnel auto rounds if you have em. and always get him when he is reloading, you can hear him. and use shotgun if you got lots of ammo like the player in the video. dont forget the audio diary on the body he was stabbing.
