I moved to Canada from Turkey and I see that lying and fooling people is something usual here.
According to a more recent OECD study, Canada ranked 2nd in health, education, social services and Turkey ranked last. This is just because everything is so expensive and spending is higher in Canada. I can assure that health system is not better here where you usually wait 5+ hours at emergency.
Re: 86% received unemployment insurance in 1980, now 40% -- I would point out that it is NOT because more people are employed, it is because fewer people can qualify for employment insurance (you can't get it if you can't get work), and if you DO qualify, it is much less than 1980 and no longer pays-out even 1 year. Then you're back to not qualifying again until you can secure employment! Yes, there is serious poverty in Canada, and statistics can be misleading.
