you can google bike moped mod kit and come up with new 2 stroke motors (rather then ones built from the 80's) the technology hasn't changed at all, i ordered one myself from kingsmotorbikes (website) and theres countless ebay dealers selling them too. most states have no real requirements for them if under 50cc, and even then the block size is identical with the 66cc (or 80 cc if its china made) so you can get away with a bit more power with out being bothered for it.

That varies by state. Many states require nothing more than a heartbeat and a minimum age to operate a moped/scooter/etc on the street if it is less than 50cc, which is why there are so many 49cc machines. The downside of minimal requirements for a rider op in my state is that all scooters have DWI stigma, even cool ones. I passed on a nice French Velo Solex to avoid explaining that I WANTED to ride it, and no, I didn't lose my license. I dig these little things, otherwise.
