If the have government forms in other languages then there should be a charge for those forms. It is WRONG for Americans to have to pay for special non-english forms for those that are either to ignorant, stupid, or lazy to learn the language of the land which they live.

I moved to Germany with the intent to return to the United States within five years. The first thing I did was take a class in German. I only speak German with Germans and do not insist they learn English. If I could learn German than people coming to my beloved United States (for which I spent six years in the Army ready to defend) can take the time to learn English.
