When dogs have they're butt up in the air like that, it's a playful stance that they take to show other dogs that they want to play. He's obviously not afraid. If he was afraid he's be barking hysterically, growling and attempting to bite.

It's not scared or anthing. When my 7 years old pom gets in his playful mood, he does this. lol He'll lean down to be sneaky and then takes off running through out the house, growling and barking. lol He wants to play. Very cute vid, love it.
