The government could print the money itself... it doesn't need to borrow from the Fed. The last president who tried to change that was JFK.

If the government printed its own currency rather than using federal reserve notes there would be no interest on debt. The Government borrows money by selling bonds, these are sold to anyone who wants to buy them.

The Fed controls the money supply to keep it from being used for purely political purposes.
