I think you dont know what you are talking about.
Actually Codeine that you can extract from paracetamol or whatever is more addictive than illegal drugs.
One can say but its legal... but it doesnt change the fact that is an opiate, and 80% of addicts are addicted to opiates. By the way one year of regular codeine use leads to physical addiction and overdose due to high tolerance. And you dont have to abuse it. You fall in love with codeine after first time, coz its like psychical orgasm.
