Why do you have to use primer on your eye before you put on the shadow? Is it to make sure the shadow stays on?

The primer keeps the eyeshadow from falling out and helps it to stick better. That is, if it's a loose dry powder it can get every where ya? The primer helps keep that under control. It also helps keep the make up from creasing and looking less then fab. If your looking for some Urban decay primer potion is great! However, The wand doesn't let you get all of it out so you have to literally cut it open and scoop it into a different container! But it's worth it.
