I hear ya, tons of homeless folks in SF bay area, all incentives do not help and shelters are unsafe. Most are mentally ill and dumped from 80s asylums or addicts who need rehab.
i really like this video. it is not fair to pick on one certain area all the time. i know there are many neighborhoods across the world that have issues like this. when we reach out to one we need to reach out to all. its not that it is a poverty issue because how do you explain it happening in places like big cities where there is more money flowing around. that is how we get stereotyped. if we are going to have an open door policy. open it for everyone.
